I found a Shrew in my yard, and I looked it up on the enternet to find out about it and it is a rare animal. I need to know who to report it to.

I would look in my phone book (in my book it would be the blue pages) for city services and look for animal control - or I'd call city hall or the mayor's office. Someone there will know who to talk to.

Animal control or contact the spca in your area and they can advise local services. Did you catch it or is it gone now? What is a shrew?
I just looked shrew up for a picture. I'm not so sure that they are all that rare... Looks like a standard vole/mole... rodent. I'd set some bait or flood your yard. Forget animal control... call an exterminator.

do you have a local animal control officer? or animal rescue league?
try them first and ask if they can offer some help as to who (if not them) is the correct agency to contact.
