Probably what you saw was a red star, of which there are many. If the atmosphere above you is turbulent, the star will twinkle with different colours. It could have been Aldebaran or Betelgeuse, two prominent red stars currently.

You can put your mind at rest - the FBI uses invisible microwave surveillance - the "red dot" surveillance is only used by the Martians.
