I think they can. I've heard of fathers representing their sons in court.

Are you asking legally or morally? Legally you would have to ask legal council for your state, morally - is it your cousin representing your ex? If that is the case, I would say that is not right. If it's your cousin representing you - that shouldn't be wrong.

Legally they can, but I wouldn't recommend it. Family is too close to the situation.
