Since no one knows - I guess that I have to answer it myself ------ it is Louis W. Hill State Park withing Cape Lookout State Park in Oregon. It is only a grassy oval about 60 x 50 feet with 3 trees on it and a monument to Louis W. Hill.

Well, Harry McAdams State Park in Hobbs, New Mexico was only about 3 or 4 acres, but I think it has been taken over by the city, so it may not be a state park anymore.
