Heard of this trends beginning? True or not?

I read that the trend of men wearing their pants sagging low started in prisons. It was a code to let other prisoners know you were gay and available anytime. True or not? Please let me know if you ever heard this.

I think it's a plot to make young men look like absolute morons.

Baggy pant fashion is attributed to the Cholos (Chicano Gangsters) on the west coast.
Wearing the baggy pants without a belt originated in prison, where belts were confiscated upon handing out of the prison uniform.
