I think so. It seems like muppets like Grover, Bert, and Ernie are being pushed in the background in favor of Elmo.

Elmo likes his goldfish... his crayon's tooooooo

The show is aimed at the younger set. Elmo is one of the younger characters on the show, so kids can relate to him.
Baby bear younger too and is cool but he can't pronounce his R's (pwonounce) so... he loses points for the speech impediment.
Bert and Ernie had that whole gay thing thrown at them by Pat Robertson
Cookie Monter gets crumbs everywhere and wouldn't be a good dinner guest.
Oscar is well, a grouch.
Count gets to excited too easily.
I would have to pick Slimey as my favorite. Go Smiley!
Get me my 'Tickle Me Slimey' doll!
Get me my 'Chicken-Dancing Slimey' doll!
I also like the Yip-Yip monsters, I know some people like that:
