He is between the rock and the hard place. Either his people will starve to death or die from lack of heat. The faltering economy and reduction in relief efforts have forced him to search for ways to get more aid or get rid of a few million. Since he can not feed them and shelter them from the elements it has become a survival issue. Hopefully something will be worked out to get rid of the problem but giving more aid is not the answer unless positive steps are taken to rid the country of nuclear items.

He has only threatened to use them if the U.N. agrees to follow though with all the sanctions.
