If it doesn't cause any pain then yes, you can have sex without your foreskin ever being able to retract, but it won't feel anywhere nearly as good as if it could.
In the vast majority of cases stretching exercises work really well to make one's foreskin fully retractable. Take two fingers and stretch the opening of the foreskin as far as it'll go without pain (like increasing its radius) by hooking a finger on either side of the opening. It's a little hard to describe and may take a few tries to get right, but once you do, do this for a few minutes each day. After a few weeks to a month the opening should be large enough to all you to retract fully. If this doesn't work, there are prescription creams that when combined with this should help.
If that doesn't work there are surgical interventions, with a full circumcision being the most severe. See links for the alternatives. Circumcision should only really be considered if all other methods fail, and disregard anyone who suggests you get circumcised outright because that's probably not needed unless your foreskin is causing you a lot of pain upon erection.

It depends why it doesn't retract. Get it checked out by your family doctor. Although not a specialist they'll have seen enough of them to let you know what's going on.
As others have said, if the foreskin is just a little tight then it can be stretched. If it's really really tight you may be recommended some surgery. I'd personally opt for plastic surgery to loosen it, but I'm also sure you'll be offered a circumcision. Your choice, consider very very carefully.
It may also be that the frenulum, the web of skin on the underside is misplaced or too short. This will stop the foreskin from retracting also and hurts like hell if it's torn. Your options are again plastic surgery, called frenuloplasty to correct it, or a typical circumcision will remove it also.
In short, get it checked out and try the non invasive stuff first. You can't stick your foreskin back on afterwards.

Yep, you can. However, it is best to be able to retract fully for cleaning and for sex. There are numerous techniques for stretching foreskin enough to allow for full retraction even when erect. Consult the three below and take your time achieving the desired result. In the meantime, always keep your equipment clean and do not refrain from sexual activity solely for your skin not retracting.

Either get circumcision - OR - work on loosening it & stretching it.
slip a finger (first cut your fingernail short) under the foreskin while erect with some vaseline. Go all around the head. Keep this up daily. Gradually the skin will stretch & relax. have patience . Sex with foreskin covering the glans will not be good.

Yes you can. If it doesn't hurt, then go for it. Otherwise, you can ask your doctor for some steroid cream which, along with stretching excercises, can halp loosen it up a bit. A good doctor will not want to cut it off. if so, run away fast! No need for surgery!

You sure can I am the same but it has never bothered me. I have sired a daughter so she is living proof. My Doc did tell advise me when I asked him about having this problem, he said use a little vaseline or some other lube as it will help. He was right.

ok just get stiff,
and just pull at it,
until it gets loose,
trust me a few days of doing that helps.
