The smart aleck who answered above apparently didn't realize that your question was placed in the appropriate category, thereby increasing the odds that someone from Oakland will read your question.

I do happen to live & work in Oakland, and I can tell you that you're going to be hard-pressed to find free public parking near the INS office. You could park over near Lake Merritt where it's free, but you may have to walk at least several blocks.

I'm not sure where you'll be coming from, but another alternative would be to take the BART train - get off @ the 12th Street station & walk over to Clay Street from there (train fare can range from $1.40 to about $5 one-way, but it's cheaper & more convenient than trying to deal with parking hassles).
