use a small wire smaller thain a needle its pluged by deposets left by your washer fluid you need to vote fir me or spdybyke as we are the only 2 to get it rite

a needle is to big strip a copper wire say 14 gauge back about an inch free i strand of wire poke it into the outlet holes and wiggle it around a little now squirt the washer repete if nessory
i use piano wire but i dont think you have any of that handy a small gutar string works also

take a needle and poke the end of the plastic peace to un clog it or pull the hose off the under side of the hood and removce the debris inside

There may be a pebble stuck in it. Take a look. You can ususally disconnect the long hose from the part that sticks up from the car.

THAT HAPPENED TO ME BEFORE... ONE OF THE TUBES WAS DISCONNECTED UNDER THE HOOD SO THE FLUID WENT ALL OVER THE ENGINE. JUST HOOKED IT UP AGAIN AND IT WORKED.
IF THATS NOT THE PROBLEM, SOMETIMES THE NOZZLE CAN FREEZE UP, JUST NEED TO LET T THAW OUT

Simple way, replace it. It's dirt cheap at 10 cents a foot. check you local autoparts store. Take the old hose with you so they can get you the correct inner diamiter hose.
