when they go out or get dim, its not like oil, you dont have to change them on a certain time

When they dim. Lights don't just go out all of a sudden. They slowly loose their brightness. It is easy to tell with headlights. The beams tend to yellow as they dim. When the lights go from a good bright white to a dingy yellow, replace them.

change them when they dont light up anymore..
its also a good time to add/change your blinker fluid
