Construction companies have long had problems with equipment and supplies escaping the site. Until the supplies are set in concrete and made part of the building, they try to get away to keep from being permanantly bonded together. Builders especially have an issue with Rebar attempting to escape. Who can blame them? I mean, would YOU want to be encased in concrete??? Anyway, thats why they put fences up. To keep the suppies from running away.

The fences are up for safety and security reasons. Those folks don't care one toot if you can see what's going on or not. They prefer it if you don't get hurt while they're in construction. They're trying to protect you.'
