The quality of the University probably isn't your biggest problem . . .with a 2.45 gpa, you should take whatever you can get as long as it's regionally accredited.

Every masters/PhD program I've ever seen required a minimum 2.5 GPA.

it's pretty doubtful...look for smaller uni's.
