Simply having DSL does not allow neighbors from using it (unless you're allowing them to come over and plug in!). If you are directly connecting the DSL modem to your computer, it should be secure.
However, if you have a wireless access point enabled on your DSL connection, you do need to enable security on the router. The two quickest things you can do to limit other's ability to piggy-back on your connection would be to disable SSID broadcast, and enable WEP encryption. There are many other setting to play with, but those two are the easiest and will have the greatest effect. Consult the manual that came with your particular model wireless router/access point in order to determine exactly how to make the changes.

I'm assuming you mean you have a wireless network with DSL access? Most wireless routers allow you to configure a WEP key. In simple terms, its like a password. Any computer that does not provide the WEP key is not allowed to access the network. Another option on many routers is the ability to restrict access to the network to devices with certain MAC codes. How to do all this should be detailed in your routers documentation.

Only way they can tap into your DSL is through your wireless router. Turn on security on the router and they won't be able to use it.
