ROMs are only illegal if you don't have the game (the cartridge itself). That's the whole point.

Use LimeWire. I got a bunch of GBA Roms from there. Just use the programs search tool (of course I own all of the games all ready and use them only for a hard copies. Anything else would be Illegal to have for more than 24 hours ^_^)

Unfortunatly it is illegal to distribute games like this. But if it wasn't and someone wanted to find these games they might search for "gameboy ROMs" on google. But of course this is all hypothetical and no one would even be looking for them in the first place.
