Depends on 1. Who you are 2. What time of day it is 3. What your doing 4. Where your going.
Most people wear more makeup at night than they do during the day. Most day makeup, including for school, should not consist of more than a little gloss, some foundation (if you have broken out skin, but get the dermatologist recomended stuff, and make sure to wash it off), and maybe some eyes ( a neutral eyeshadow and a not dramatic mascarra).
Those under 13, should only wear lip gloss.
To work, when I where makeup, I wear a very neutral oil controlling base, a tiny bit of blush, a brown or black eyeliner (depending on what I am wearing) and some mascarra. If i wear eyeshadow it is very neutral. I also wear a lip gloss or a conditioning lip stick in a not obtrusive color.
When I know I am somewhere where my picture will be taken I wear the above but normally add a tiny bit of eyeshadow.
At night, I wear the same but darken the eyes just a little bit and use a less see through lip stick.
The important answer is....If you have to ask if you are wearing to much, then you are wearing to much.
As with perfumes, it is far more important to wear to little than to much.

When it takes you over 10 minutes to put it all on.
I line my eyes with eyeliner, top and bottom lid. Blend. Then throw on some mascara.
I wear liquid foudation and then powder on top of that. Then I brush on bronzer so I don't look dead. Then I brush on some blush. Blend and all done!
I have acne scars to cover, if I wear less than the above, I'm not comfortable with my appearance in public. So for me, the above isn't too much. It's what I need to have a clear face!

I think caked on foundation looks horrible, along with clown-like eyeshadow and thick eyeliner. I think a nice light-coverage foundation, and mascara, easy on the eyeliner, a light dusting of light blusher that looks natural, like light pink or light peach, and a lip gloss, not aunt matilda's horrible red coral lipstick, looks beautiful, without looking painted like a clown. Women need to be proud of what they have, never be ashamed and try to mask it.

I personally think it depends on your age and occasion.
For a night out, I like dramatic eyes, bronzer and lip gloss... For work just the basics, mascara, gloss, bronzer...
Girls under 13 shouldn't wear any.... 13-18 the minimal amount...

When u can't see the real u is when u have on too much make-up. try just some eye liner, eye shadow and some lip gloss, u will b surprised at how good it looks.

Oh! if this is not for halloween, I think for a woman to look beautiful and sexy the minimum is ok by putting eyeliner and lipstick.

It really depends on what colors are used and quality of the products. Some super models are saturated with makeup and yet look completely nude.

When you can see the make-up on you.
Too much is fake.
This includes lip color...freaking me out and making it so hard to eat or drink without leaving stain.
