Yeah Newton is fairly big, so it depends on where in Newton you are. The Green Line, D branch goes well into Newton, there are several express buses (which might be the fastest way to get into Boston and they also go to the Financial District, which is near Congress St.) and also the Commuter Rail has a couple stops in Newton. Go to www.mbta.com and they have a trip planner feature so you can enter the specific address in Newton where you are

Both cities are part of the Massachusetts Bay Transportation Authority (MBTA) area. You can take the Framingham/Worcester commuter train from West Newton or Newtonville stations. You can take the Green Line (Train D) of the subway from Newton Highlands or Newton Centre stations. There are many express buses operating between Newton and Boston.

Adding to the prior Answerers: Congress Street is one of the longer streets in downtown Boston. Depending on where on Congress Street you are going, you would wish to end up at one of the following subway (metro) stations: Haymarket (a D line stop), State (one block from a connecting D line stop), or South Station (as imdashti tells, there is also direct commuter train service from Newton to South Station; also express bus service from Newton Corner)

Your best bet would be to take the green line from Netown downtown to Park Street. You can walk to Congress Street from there, depending where exactly you're going. If not, Park Street allows you to switch to the red line train as well. Takes about an hour total.
