Search for explorer.exe, if you have more than one instance of it, you have a virus. If not, you could still have some type of virus or malware.

I will do my very best to try and help you. I have Windows XP Prof., and the latest version of IE7. Plus 185,000 objects running in my system. An I only have 315mb. of memory. (Actually I plan to update my chip to 515mb of memory, due to slow loading of my programs). Still my "CPU", runs at 2% max., always. IE7 uses an average of 37,360 use of memory.
I know for a fact that if you have Nortons as your antivirus system it is pure junk, because in my spare time I test all antivirus programs an antispyware programs. I want to see if they perform as claimed an if there are any hidden embedded trojans or malware in thier programs or the wizard installer used to guide you through the installation.
Nortons is a hugh resource hog along with McAfee. Plus both have been garbage for many years and continue to get worse each an every year. If you have either one remove them.
Install this state of the art technology that is light years ahead of any free or purchased antivirus program. http://www.avast.com
Avast has a real time background scanner that will catch and destroy any embedded virus in a webpage and destroy before it has the chance to enter your system. Updates are always automatic and usually two or three times per day.
They will ask you for your email address, being they will send you a free key that is good for one year. After one year you will have to ask for a new key an install the key. Avast for corporate is the very same software they just make corporate pay.
Very low on resources.
You can only run one antivirus program or you will have serious conflict with your system. You can run three or four antispyware programs and you really need them without conflict.
With "CPU", usage that high there has to be a trojan virus in your system that your antivirus program is missing. Not knowing what program you use, I would suggest that you remove an install "AVAST".
If a virus is found make sure that you reboot always even for spyware found.
If you are running an older version of IE6 or below, update to the latest version, (final) IE7
Very important that you defrag. your registry keys. If you have not performed a defrag., you must due it quite often as the files get fragmented on your HDD, and this will cause high CPU usage. Download a free cleaner that comes in many languages an updates often with new versions. http://www.ccleaner.com This program I use an it will clean out all of the garbage files left behind in your system.
Also, open "my computer, open your "C", open Properties and you will see a place where you can clean up your disk. Clean your disk this way also.
Open on IE, tools, internet options and clean all history, cookies and ie files. Even though the ccleaner is supposed to clean all of this for you, I still do both.
You don't stay what IE version that you have. If there is a trojan in IE, first run Avast. Then if you don't have the latest version, install IE7.
Having said all of this, I hope that your platform is valid. If it is not Microsoft, while you download IE7 will check atleast four times with their WGA, tool to make sure that your platform is genuine. If it is not you will not get the download or any other updates. So before you update make sure you know that you purchased your platform and the key is valid. Or for sure live with what you have and never try an update anything from Microsoft, has they have become very hard core and if they want can shut your entire system down for having a platform that is not valid.
Hope that the above is of help to you.

It sounds like you have a corrupted user account. Create another user account, reboot your computer, login as the user you just created, and open up explorer, if your CPU usage is low rather than maxed at 100%, you have a corrupted user account. If CPU usage still max's at 100%, you probably have a virus.
Hope this helps

Sounds like it may be a virus. I would run a search if you have not done so. Is it 100% all the time?
