Every state has it's own law. But I highly doubt that any state let's a kid drive at the age of 14. They are finding out that there are more accidents by 16 year olds and cell phones. So I don't think they will ever drop the age down.

No, the age in which someone can get their permit (student drivers liscense) and liscense generally fall around 16. I don't think any state allows 14 year olds to drive.

State laws cover driver eligibility and therefore differ among the 50 states. In at least one, the driving age for obtaining a license is 14. I forget which one, but it is a rural state, who has this law for the purpose of allowing young farmhands to driver tractors.

No you're not aloud to drive at the age of 14 in the USA. You can get a drivers permit at the age of 15 but you have to have a lincenses driver over the age of 18 with you when you're driving. At the age of 16 you can get your actual lincense and go about your way with it.
