Female salmon lay eggs in the rocky creek beds. Male salmon then float over the eggs and release sperm into the water right over the eggs. Maybe merpeople do something similar. Or, since merfolk are ostensibly at least part mammal, maybe the do it like dolphins or whales. I'm not sure how dolphins and whales do it, but I'll be national geographic or discover channel web sites would have that info.
By the way, why do mermaids wear sea shells over their breasts? Because the B shells are too small and D shells are too big.

Oh I know the answer, they did it on SNL
the little mermaid was a cross breed, a sailor was stranded and had sex woth a fish, and that's where arial came from. Eric wanted to know the same thing and she told him she would lay her eggs and he had to fertalize them....
Saturday Night live had a 15 minute skit about it, lol, i was laughing so hard I poped a scale.

I personally like to believe that the fish-portion of a mer-person holds atleast SOME significance [feeling there are no vagina, breast nor penis']. Thus, the mermaid releases her batches of eggs and the merman comes along and squirts his sperm over the eggs -- hoping for the best.

You know, in analyzing dreams mermaids are often symbolic of oral sex. It sounds absurd the first time you hear it, but if you think about it, that's really the only form of sexual interaction that they'd really be capable of. . . and of course they always have those wonderfully round breasts, so you know that they have to be sexual in nature, somehow.
