Less expensive than what?

Of the cities I have been to Europe, some of the cheapest I have found are:
Ancona, Italy
Prague and Brno, Czech Republic
Maribor, Slovenia

(some of the most expensive were London, Dublin, Amsterdam)

Prague is typically more affordable than Paris, Rome, Berlin, Florence, Venice, Amsterdam, London or Dublin and has things to offer that are comparible with those other cities. Hostel beds can still be found here for $15 USD a night, vs Paris or Amsterdam's $45 a night on average. A good meal at a restaurant with a beer can be easily found in Prague for $6 USD. Transportation is easy and cheap on the local trams. Taxis are more expensive but a ride across town costs $8 and it would be much more elsewhere. Entrance to most museums and tourist attractions are between $3 and $6. Many exhibitions are free or have reduced prices for students and seniors.

You can get by very cheaply in Prague if you are on a very strict budget. It doesn't take much money to have fun here. Just walk around and look at things.

If you mean a capital city, then definitely one from the new EU members in eastern Europe like Tallin, Riga or Vilnius.

If you mean a major or capital city from the original EU members in western Europe, then Berlin is by far the least expensive.

Berlin would be probably the cheapest capitol city in Europe. Most countries in Eastern Europe are still cheap, Malaga (and surroundings) in Spain, Portugal altogether (but they do tend to cheat in touristy places) and Baltic countries. Most expencive places on the other hand are UK, Ireland and Norway (well, they are not in EU but close enough)
