You will need a chauffeur's license and chauffeurs insurance, a felony conviction shouldn't stop you but was unable to find any legal requirements for meters (may be something in pdf link)

in michigan its regulated by city and state, so if your doing it in say detroit, you have to register with the city. the background check depends on the city.'you do need insurance and its heftier than having a normal car, and you must have a passenger endorsement on your D.L. hope it is useful to you.
