And it gets them ahead at work and it is not something that you can not bring up to the Manager because she basically knows anyway but doesn't want to look at ????? Aside from quiting.

go to the higher ups have them deal with it..your manager should not be working...

You shouldn't have to deal with it but it exists everywhere. Eventually, the lies will catch up to them and they will hang themselves, but why not provide some additional rope to help it along? Try to document the lies and have the evidence linking it (such as emails, documents, etc.). Then you can take to your manager or manager's manager at the right time.

If your manager is not doing anything about it, he/she is not a capable or effective manager - it is unacceptable to allow, ignore or condone such an environment. It's a manager's job to manage.
Technically, the manager should be doing the above...

i deal with this everyday! I have the philosophy of I stay out of and give them enough rope to one day hang themselves! If you have a 1800 number for your company maybe try that...it is anonymous
