UPC states that a water heater must sit at least 18" off of the floor to the lowest combustion point, if your water heater is a new high efficiency type it may have a sealed combustion chamber. If your water heater has a sealed combustion chamber it can set on a garage floor. Since your question does not state that it is in a garage, if it is in a living space, it has no minimum ground clearance, I would however put a pan underneath it if it isnt in a garage.

is that this an on-call for heater or a intense-performance tank heater? widespread gasoline water warmers do no longer frequently have switches. if so, some extra info mutually with producer and form are mandatory as there are to many diverse types to be time-honored.
