Say, I touch 10 electroscopes, building up electrostatic energy without my feet touching the ground. When I touch someone's neck, he gets an electric shock. Why is that ?

You can not accumulate sufficient charge from any ordinary home process to be dangerous. Furthermore, a large charge would bleed off rapidly, probably before you could get close enough to a ground to discharge it. However, a laboratory-size van de Graaff generator would be dangerous, and you don't want to be outdoors in a thunderstorm.

The electricians eng. Manuel gives this. Below 100 ma. it is safe,if are not on drugs. The police tazor only uses 4 ma. but people on drugs have died. The normal danger zone is from 100 to 200 ma. anything in this category will cause the heart to flutter and not pump. above 200 ma. u will get burns. Can be very dangerous.
