I was told cocktail attire for men could not be nice slacks & a sweater (the event is outside) also for women it was a dress only.

Right. For men, appropriate attire = a business suit and tie. For women, a dressy street-length dress (i.e. not floor length) and heels. Your basic black dress can be revved up with classic accessories (pearls etc.) A dressy blouse and skirt would be acceptable too, but pants would probably be frowned on. It's your chance to get all gussied up and strut your stuff - enjoy!
Edit: Some of your answers are from folks with no culcha! Formal attire is VERY different from cocktail attire! Formal attire means a tux for men (black tie or ultra-formal white tie) and floor-length gowns for women. Cocktail attire is as I said above, dressy but a bit more relaxed and casual than a formal affair.

no its just what you want to look like. you could where a skirt or pants that are very dressy and make a statement but traditionally you wear a short dressy dress. ( its hard to find cocktail skirt and pants) and men should not wear a sweater but very nice slacks would be OK with a woven and sports blazer.

For men, a sport jacket or a sweater is ideal. A tie would be stretching it. I'd go with a button down shirt with a blazer. Do not waer double breasted jackets
