If you are not a gamer you can have a very efficient PC with 768M of RAM.
You can squeak by with 512M of RAM but to make sure you have enough to run your antivirus, spy ware programs, etc. I recommend the 768M.
I have a 2.2G Sempron CPU, 768M RAM, and a 40G hard drive. I run AVG Antivirus, Spy Sweeper, and Spyware Doctor at all times. I can also run MS Office, MS Media Player, and any other program I want. No problems multi-tasking at all.
Generally, I have about 300 - 400M RAM unused at any given time.
I use a little program that I really like that puts a small RAM meter on the task bar so you can see exactly how much of your RAM you ARE NOT using. Give it a shot.
Go to http://www.download.com and download and install FreeRAM XP Pro.
If you are using the Yahoo chat and your web cam and you still have over 100M of RAM left I wouldn't get too concerned about installing more RAM.
Of course, the rule of thumb has always been "the more RAM the better", so more RAM will never hurt if you plan on keeping the PC you have for some time to come.

Ram shouldn't make too much of a difference when it comes to messenger and a webcam, as long as it runs Windows XP nicely and your internet connection is up to par you should be fine. Don't cheap out on the webcam, get a good one!

mic n cam cant put so burden on a ram that you go for a change anyway if you are willing to uapgrade then go for 1Gb ddr

None of those things are memory hogs. Just make sure you have a reasonable amount like 512MB, and you should be fine.
