Are you downloading at work, school, or sumwhere it might be blocked. Or do your parents/ roomate have an admin password set up so that u cannot download things with out logging in as an admin?

Maybe you have a dodgy copy of windows xp. If you are running windows xp and everytime you start up it says windows geniune advantage then you wont be able to update until you have re-registered your copy. Google to remove wga ;) . If this is not the problem then try www.mozilla.org for firefox 2.0 browser (Which in my opinion is better than ie7).

Your Windows XP might not be a legal version. Are you using a bootleg copy? If you are using a Windows XP legal copy, then you should be able to download it no problem. I would recommend doing so from Microsofts website.

You are either not working with a registered windows program or you still have windows 98. Windows 98 is not compatible with the new IE7.

You have to have windows xp or newer to get it.

if you are using someone else's computer them you need their permission to do that.
