I wear a 36 C or a 38 C depending on the bra but no matter what size I wear or what kind of bra it is, I can seem to keep the straps on my shoulders even after I tighten them. What should I do?

Add something to your bra to hold the straps together at a point higher up on your back. I'm thinking simple, like a piece of string, but I think my dear friend actually bought something somewhere that clips onto the two straps and runs between them to keep them from falling down.

According to this bra site, the problem may be that your bra is too big:

The straps are falling off your shoulders.
Most likely, your band size is too large and you will need a smaller band. It's also possible that your bra has lost its elasticity. Or, if you have sloped shoulders, you may want to try a racerback style.

You should try getting measured at a good bra store or department store. You don't have to buy anything to get measured! Personally, I wouldn't trust most of the salespeople at Victoria's Secret, they have measured me wrong in the past!

Have you tried a racerback bra? The straps are closer to the center of the back of the bra and are better suited to staying on, particularly when the wearer has really rounded shoulders.

Go somewhere that you can be measured correctly...most women don't wear the correct bra size. I know Victoria's Secret can help you if you have one around you. Good luck.

find your real size,if you have to call Oprah.
There's nothing like a g00d bra.if it fits you then the straps won't fall off.
