So if you went to my web site, copied a load of information then placed it on your web site (without identifying the source) then technically you would be in breach.

i think that the internet should be policed realistically, that is the only way enforcing a law can work. It should abide by the rules and laws of society today.
If people breach copyright, the people that own the copyright should pursue this in the civil courts for example.
the only way the internet should be policed by the police or government is for child pornography and pedophilia and also for fraud- identity fraud issues for example.
In other words, the same rules apply for off the internet as on the internet. If the internet can uncover criminal activity and provide criminal intelligence, the police should and must use it.
