The coalition victory in the Persian Gulf War could be amongst his greatest achievements. The Iraqi invasion of Kuwait on Aug. 2, 1990, provided the occasion for the most striking foreign policy achievement of the Bush administration.

The economic recession coupled with a perceived failure to end the war are amongst his greatest failures. Bush's handling of domestic affairs was less successful. The savings and loan crisis erupted in the early months of his administration, and the costs to the government only added to concerns about the federal budget deficit. Bush's plan to stimulate the economy by encouraging growth in the private sector included cutting expenditures and taxes, especially the tax on capital gains. After a prolonged battle with the Congress, he agreed (Oct., 1990) to a deficit-reduction bill that included new revenues, thereby breaking his 1988 campaign pledge to not raise taxes. This angered conservatives, but even more damaging to Bush was a prolonged international recession that resulted in stagnant economic growth at home, high levels of unemployment, and increased concern about the ability of the United States to compete with Japan and other nations.♥

Standing up for the innocent people of Kuwait who were butchered at the hands of Saddam Hussein, who not only wanted to occupy their country, but totally stripped them of their national identity and annexed their country and made it the nineteenth province of Iraq, that was his greatest achievement.

His greatest failure was allowing Saddam to stay in power and turn his country into a concentration camp above ground and a mass grave underground.

Bush Sr. handled the first Gulf War with quite a bit of skill. He knew when to get out, and despite the calls and support from the American people he knew that going into Baghdad would be a mistake.

His biggest failure is that he used his connections and influence to promote his son to become the 43rd president of the USA.
