is this what you mean by a publican?

Main Entry: pub·li·can
Pronunciation: 'p&-bli-k&n
Function: noun
Etymology: Middle English, from Anglo-French, from Latin publicanus tax farmer, from publicum public revenue, from neuter of publicus
1 a : a Jewish tax collector for the ancient Romans b : a collector of taxes or tribute
2 chiefly British : the licensee of a public house

If this is what you mean then the dues collector has a wife who is the chair - this should be changed in the rules and voted on - since there is a conflict of interest.

Please give more details if this seems confusing.

A chairpearson can be voted off by the committee or membership. The Steward cannot be a member of the committe as they are employed by the comittee, your constitution should not alow this. If she is not a steward but just his spouse then she can be voted off. It is supposed to be democratic, how did she get to be chairpearson in the first place ?
