Put on a body suit, leotards and tight shirt. Paint yourself blue with body paints and textile paints. Apply glow in the dark paint.
If you have no money, go into the closet and get the craziest combo of duds you can find. Just have fun.

Look at different things you have celebrated in your life, like a graduation, do you still have the cap and gown?? Or a wedding you were in, do you still have the clothes?? When all else fails, you can put on all different crazy clothing and go as a vagabond........OR, see, I don't know if you are male or female, but you can go as someone from the 80's or 70's with wild makeup and hair.......

get a nightgown, knee high. wear mini socks, your slippers, put your hair in two ponytails, put two big red balls on each cheek (use red lipstick on this) put freckles on your face (use the tip of pencil black liner for this) put on light pink lipstick and grab a teddy bear or stuff animal and you are now a BABY. if anything, go to the supermarket and buy yourself a baby bottle and baby sucker for about $1.50 each.
you are done.
grab a duster or day wear glown. get a stuffed animal, (prefer a puppy or dog). sew the dog to the back sidfe of the gown.
get talc or flour and put on your hair for your hair to get it grayish looking. get a sign that says lost dog. then get an old pillow and wrap it around your butt area with sweatpants. and you have just become the popular cartoon character. the fat lady who can find her dog and he was swallow by her butt.
