No, they can't be charged with identity theft for that, but I'm sure they were charged a lot of money by the doctor! They might need to commit some identity theft in order to pay for such a thing!

not unless they actually use the others social security, date of birth from the other person. but other than that they can change their name, looks, & speech to match anyone they wish.
