I especially don't think that the President has the right to tell other leaders how they should behave when it comes to their own country. No one has the right to condemn other cultures without first understanding them, however you can criticise systems of government where human rights abuses etc take place. Freedom of expression gives you the right to criticise Bush, but you would not want to condemn all Americans because of it. Not all Americans share his views.
