I especially don't think that the President has the right to tell other leaders how they should behave when it comes to their own country. Saddam Hussein would 'torture' those who challenged his authority (much different from actually killing him). He would put people feet first into a comfy wood chipper. As to the true question of whether we have the right to condemn other cultures, no. But we do have the right to criticize them.

No one has the right to condemn other cultures without first understanding them, however you can criticise systems of government where human rights abuses etc take place. Freedom of expression gives you the right to criticise Bush, but you would not want to condemn all Americans because of it. Not all Americans share his views.
