My sons' sister lives with the Grandmother. Neither parent has custody. I have a very hard time getting the grandmother to work with me to get the kids together. Do you know of any case law that deals with sibling visitation rights?

Siblings do not have the right, under the law, to file for visitation with one another. Your only hope to get them together is for the legal guardians of the sister to allow the visitation.
