I'll assume 3 darts... first put the numbers in order:
11, 13, 31, 33, 42, 44, 46

Let's just look at the last digit... we need to make something end in a zero, with just 3 darts. 46 could go with something ending in 3 and 1... Our choices are 33 + 31 (makes 110), 33 + 11 (makes 90), or 31 + 13 (makes 90). So 46 won't work.

Next you have 44, but that will only work with two numbers ending in 3, to make a zero. 33 + 13 = 46, but that only adds up to 90.

From what I can see, there is no way with 3 darts to get a sum of 100. Are there any details you are leaving out such as the ability to get double or triple on a number, or having more darts?
