First you need to get your kitchen certified. This means that the Board of Health has inspected your kitchen and deemed it clean according to their standards. Call your local health dept on further details of setting an appointment for inspection and rates.

Second, you need to be able to meet supply and demand.

Third, you will need a tax ID number in order to claim taxes for business purposes.

Alot of people start small and grow from there. It usually starts with baking a couple of batches of cookies and selling them on your own. If you want to start selling them rent some kitchen time from a local church or restaurant that has part time hours. Churches are usually willing to rent kitchen time because they are usually open a couple times a week. Bake cookies to meet the orders you receive and then package them. If you want to use your own kitchen you will need to get it inspected by your local health department. I would say save yourself the trouble and rent kitchen time this way you don't spend a lot of money trying to get a retail space before you are ready.
