AT LAST! a use for snells laws of refraction... Ok basically light flows in a straight line unless it passes through another medium.
glass always refracts. as does water, but both mediums are dependent on how thick the glass is, or how deep the water is.
there can be minimal refraction thru the atmosphere, (which is why stars twinkle) atmosphere is a suspension of pollutants, both solid matter and exhaust gasses. whlist they dont actually refract, atmospheric pollution causes image degradation as the film plane interprets it as haze, and this can be countered using a UV filter.
water refraction is along the planes of symmetry, with a shift, as the image is distorted by the ammount of water, thus creating a translational effect, viewed thru the surface tension, which has a lensing effect. ( same as a drip of water.)
different medium have differing ammounts of refraction, this is measured as an index.. (published figures)

Refraction refers to the amount that light bends when changing mediums (such as passing from air into water, etc.)
The difference between refraction between water and air is that they have different refractive indexes. This refers to the amount that the light will be deflected from it's original path.
