Dude, you are getting into that age group when stuffed animals and Raider jerseys are a deal killer.
Jewlery is cool, but what does she like that she won't get on her own. Think outside the box, give her something that will make her say, "no one has ever done this before". Does not have to be an object, it could be a special dinner, or place.... Use the imagination

Depends on what kinds of things she likes. I just turned 22 and I did not really want a gift from my fiance. Instead he surprised me by doing all my favorite things. This I found is better because it made me realize that he loved me enough to remember what I like instead of guessing and buying me something that I could/would never use.

A make over at a Solon or a certificate to have her nails done. Send her to a massage therapist.

I would say jewlrey also. Maybe a nice heart shapped necklace. My boyfriend got that for me and it took my breath away :)
