Second time I've seen this question, so here goes (again):
Yes, fish can get thirsty...I don't see why not. Why? Becuz they do need to drink, especially marine (saltwater) ones. Their bodies do need water (not saltwater), so they drink it. Saltwater fish, as a result, excrete a small, highly concentrated amount of urea in their pee. (is that why the ocean is salty? Ha ha, just kidding). ;)
Freshwater fish are the opposite, but they still drink somewhat. That's why trace elements and minerals in the water are valuable to them, and why you should not use distilled water for fishkeeping. As a result, freshwater fish excrete a high, but diluted amount of urea in their pee.
'Drinking' is by ingestion that will pass through the digestive system. The gills are designed to extract oxygen from water, but not take in water. If any fish simply took in water via gills or through the skin, I think they'd explode! (or implode? hmmm...) And saltwater fish would be dried out as the massive amount of concentrated saltwater entered their bodies (osmosis). An example of this is the disease dropsy, where the kidneys fail in the fish. Kidneys regulate the amount of water and salt in the body by excreting one or the other in the form of pee. When the kidneys fail, the fish's body swells up with fluids, and you get the fat pine cone look. (poor fishy...I have never had a single fish that got dropsy recover from it. It's a 100% mortality rate). :(

no
Adding details:
Fish drink water, but not out of thirst. Their primary method of getting water is through osmosis. Salt water fish need to drink since osmosis draws water out of them. Sweet water fish don't since osmosis draws water into them, but they do drink when they open their mouths to eat.
If you consider the need to drink water to be thirst then saltwater fish do get thirsty but sweet water ones don't. If you consider the knowledge involved in being thirsty then they don't.
