A consequence is simply the result of an action, good or bad.
(For example sticking your finger in an electrical socket will result in being shocked, this is the consequence, your actions brought it upon you, but it is not a punishment because the electricity did not consciously decide to harm you)
A punishment is a conscious decision made by others to make you 'pay for' what you have done. Normally it is negative.

Going by the dictionary, a consequence is something that happens naturally as a result of an event, whereas a punishment is a penalty imposed by another person (directly, through the law, etc.). And a consequence can be good, bad, or neutral whereas a punishment is intended to hurt.
Moving away from the dictionary to your home situation, it seems as if 'the people' have made a conscious choice to - sometimes, at least - impose a punishment on you but to describe it as a consequence. Whether or not this is reasonable isn't something that anyone unfamiliar with your situation could help you decide. They may be playing games with words, or they may be pointing out that your behaviour is likely to produce results that you won't like. Only you can decide that.

A consequence is a natural effect for a decision that has been made. There can be good consequences, as well as bad consequences. Every action you perform will have a consequence. (If you choose to eat cereal for breakfast, the consequence will be that you are not hungry in the morning.)
A punishment is always bad, unless you are a freak, and enjoy emotional or physical pain. It is usually another person that does the punishing, but you can punish yourself as well.
(If a child chooses to kick their friend during recess, they would get detention as a punishment.)

The effect of an action is the "consequence". Consequences are can be good or bad. A consequence of winning the lottery is having to put up with the demands from your greedy friends and family. Punishment is man made. If you steal something and get caught by the police the law will punish you.

well, i would say a punishment IS a negative consequence of something...but a consequence is NOT always a punishment.... it can just be a cause-and-effect result of something.. like if u leave a toy on the floor, one of the consequences can be that u trip on it. but it's not an Imposed Punishment.... and i suppose some can get punished for no reason..but usually it is the result of something done, and therefore a punishment is most usually a negative Consequence of a certain action.

really it's impossible to define anything but you should try to figure out what people mean by yourself because everyone could mean something different. We all pick up words to mean something but we don't necessarily have them mean the same thing. Try and think about the context they are using it in and look at their hand movements when they say it and what signs they are trying to give. Also think about what situations those people have used those words.
The above people have a "defined" version and have used analogies to help define it giving situations where you would find people would say consequence and punishement. Those are the types of situations to use it in but the people you're talking about could mean anything for all we know.
I know I'm just taking it a bit far and weird...
