You may want to check in your BIOS. Some computers, even PC's but mainly notebooks, use something call speed stepping. It is a power saving technique. It pretty much downgrades the speed of the processor while it not being used or being pushed. This may be your issue.

First of all, how do you know your processor is not running at full speed ? Can you give more info on your processor make and model, mother board, ram, windows version and programs currently running? The more info you can provide help to understand your problem more.

you hav3e totally formatted the hd did u not if so then it is at its peak if this was bought secondhand then the person that had it b4 u probably overclocked the processor if this is not the case run the pc doctor and then do a hd test...

if u r using a notebook turn off your powersaving mode if on.

and how do you know ur procc is not working on full speed
