The same reason they always show women naked but you notice, uunless you have paid for porn, the most they will show of a guy is his rear end and even then they have his "package" held up...whats up with THAT!? Heck I'd settle for a side view... :-)

The FCC an appointed body not elected, answerable only to the President, decided all by itself that radio and television should be excluded from the protection of the first amendment to the constitution. Just another of the many rights the people have had stripped away over the years.
