That depends what you want it for. Last time I looked I wanted small memory footprint, fast interrupt response, low repeating cost, high reliability, cross development tools, debug tools, hardware support, basic networking. But I was looking for an o/s for a stand-off weapon. Your criteria will be set according to the use you expect to put it to.

We didn't choose Linux or Windows, we chose vxWorks. The memory footprint of Windows and Linux costs much more to support in hardware than the $4/system we had to pay Wind River for their o/s. Linux was 'free' but would have cost us hundreds of dollars per unit in mil-spec memory. Windows used even more memory and added unreliability and high per target price.
