If by normal you mean wild rats, the difference is just that fancy rats have been bred to be pets. They will probably be a variety of colors versus the wild rat that varies little. Also, their temperament has been bred to be calm and suitable for pet-keeping whereas a wild rat is naturally fearful of humans and will bit if cornered or picked up. Physiologically there is no difference except that wild rats don't come in dumbo or hairless varieties - those are characteristics that fancy rats have been bred for.

They are the same species (assuming by "normal" rat you mean the kind the pet shop sells).

Pet shops like to charge more for "fancy" rats but these are often times the feeder rats who happen to be born with colored fur, not pink-eyed white.

The best kind of rats are those from a quality hobby (not petshop) breeder. Rats can come in a whole rainbow of colors and patterns. Some rats even have genes that make them have no hair or no tails.

The best of the best are actually show rats. These animals are handled from birth to ensure they're totally calm and tame. They're usually the best example of each color & variety.

by rule of thumb with rodents when they are called fancy it is because they come in different colours. Sometimes they have slightly longer fur, or they are spotted. Where as a "normal" pet store rat is usually white with red eyes. These are the most commonly used for reptile food where as "fancy" rats, mice, whatever are more commonly sold as pets.
To me a normal rat is the icky ones you get in the street and the fancy rats are the more regal tame ones that can go in your house but the explanation above is what a breeder or a pet store will tell you.

If you mean wild then it is domesticated. Fancy as opposed to plain old sewer wild rat. You can get rats with dumbo ears rather than plain, different colors and hair textures or hairless are being bred in now. Personally I think a plain white rat with pink eyes is cool.

i use to own alot of rats so fancy rats come in a variety of colours and patterns, feeder rats are what you can feed your snake or larger animal that eats rats, then there are the sewer rats that live in sewers or disgusting towns and carry disease, there are the rats that live in other continents that dont harm other animals unless they are scared. Fancy rats have a little more meat on them, and are less gamey in flavour so they go better with hio sin sauce
