I've swapped power supplys twice with no luck. I haven't looked at the power switch or the battery yet. Just trying to find the best order to troubleshoot. Thanks!

As far as I know, the CMOS battery won't keep your computer from turning on--your BIOS just won't remember any settings you've changed in it (such as current time, boot order, etc).

Depending on how new your motherboard is, there is usually a green LED onboard that will be lit when the motherboard has power. You don't have to have your computer on for this to be lit up, just simply have the power supply connected to a power source. If you do have an LED on your motherboard it isn't lit up, then you know there's a problem with your power supplies (although that's unlikely considering you've tried two).

Another thing to check is the wires that connect from the power switch on the front of the computer to your motherboard. Make sure these wires are all secure.

A dead CMOS battery will not stop a computer from booting... at least in my experience. All I found is that the clock would save the time on shutdown and revert to that time on reboot, as it was unable to continue working while the computer was off.
