There are a couple of Photoshop plug-ins (such as Alien Skin's "blow-up" plug-in), but as already mentioned you will always be fairly limited by the amount of information contained in the original.

You need a high-quality (minimum compression) image with high resolution (300pixels per inch a bare minimum) if you wish to enlarge by more than about 25%

If you are using image via your own camera, increase the resolution used, but also if possible use a .raw format over .jpg, as this won't compress the file at all, keeping as much information as possible for working with

That's exactly right. You make it bigger the pixels will be spread out or enlarged -- especially with a jpg which used compression.

There are a few plug ins available for photoshop that cost a bundle that will do what you are asking -- within limits.

Your best bet would be to go back to the original image from your camera and work from there.
