Hi there !
because....
the simple science in our daily life says that ..
"anything which is moist, anyrhing which contains moisture ot water content, will appear darker" !, its not due to refractory effect..but due to better reflection of light through the water particle !
Hence the wet sand is more darker !
eg : wet rice, wet wall, wet hand etc etc..

wet sands absorbs more light than dry sand, so reflection of light from dry sand to ur eye is more that wet sand so wet sand look darker
