Mentally, all the way. If he's smarter, then he can build a robo suit to enhance his strength or make a pill that helps him/ her to gain mussel matter. Plus, smart dudes are hotter then brawny dudes.

Good question. With a villain that is strong mentally, but weak physically, an adversary still has the opportunity to inflict damage on the villain in a physical sense, and even "reason" to an extent with the villain, as he will be more likely to converse given his intelligence and desire to explain why he is being "evil". A villain that is strong physically but weak mentally seems more dangerous not just because he is physical, but due to the fact he will probably be narrow-minded in his pursuit and won't hesitate to inflict a lot of damage on everyone. The best example I can think of is Bizarro. Imagine Superman's powers out of control-that is Bizarro. The Leader (one of Hulk's enemies) is a mental powered villain, yet the Hulk, with limited intelligence, has defeated him several times.

Hector Hammond or Doomsday, eh...? it seems to me that the mentally strong villain can always get physically strong villains to do the dirty work for him, but the physically strong villain will always fall for the mental villain's promise to serve him and let him go without safeguards against him rebelling. So the mentally strong villain will win out.

A villain has to have a good brain to think up evil schemes. Lex Luthor and Dr Doom are perfect examples. Both are no more than extremely intelligent humans, but both have built battle suits and usurped power far beyond that of their typical enemy.

An example from the other side might be Validus. He is huge and powerfull, but without being mindcontrolled he is not considered too dangerous.

Well if we are doing a fictional battle in like a movie or comic book it would seem option A because the smarter one always calculates far in advance what will happen. While they may be weak physically they maneuver like a chess master to put their adversaries in difficult positions. In a straight up battle though option b would be a good choice.

A has more options to deal with a superhero, once B is beaten physically he has nothing else to fall back on. A has plans b and c or an escape plan. B gets knocked out and taken away to jail.

of course it's A. the human race is an excellent example. we are not exactly the most physically strong species out there, in fact, we can get wrestled down by a dog. yet we are still at the top of the food chain becouse of our superior intellect.
